Overview
I.C.E Shield Effect is a punishing shield state. It usually comes from I.C.E Shield and Upgraded I.C.E Shield equipment.
In practice, it slows attackers that hit into it with normal weapon damage. The key limit is that shield-piercing hits do not trigger the slow reaction.
