Critical Gems improve Critical, the chance for eligible hits to deal double damage. They are only valuable on weapons that can roll Critical Hits.

How to Use These Gems
Use Critical Gems with reliable, critical-eligible Weapons. Do not prioritize them for weapons that ignore Critical.

No. The value depends on the weapon. Some Weapons ignore Critical, some ignore Misses, and some rely more on utility than raw stats.
