Rapid energy response is a Skill Tree bonus. When you take a shot from Freezer or I.C.E, divide the current reload time of your Cloak by the listed value.
Use it when the effect supports your current build plan, then compare its Skill Token cost with nearby cells and other bonuses that could improve the same activity.
